Position Summary
This role is responsible for proactively sourcing and engaging high-quality candidates in support of proposed contract bids and anticipated program awards. The individual builds and maintains a “ready bench” of talent aligned to near-term opportunities, supports contingent hiring plans, and ensures candidate pipelines are compliant, well-documented, and actionable for rapid mobilization. When recruiting demand is lighter, the role pivots to provide day-to-day administrative and coordination support to the Business Development (BD) and Proposal team, this role is to systematically gather and analyze historical data sets related to corporate funding, competitive product pricing, and industry salary benchmarks. Overall the position is meant to assist in capture and proposal activities organized, on schedule, and submission-ready.
Key Responsibilities
Talent Sourcing for Proposed Contract Bids (Primary)
Partner with BD/Capture and operational leaders to understand upcoming bids, labor categories, required qualifications, and anticipated start dates.
Develop sourcing strategies for contingent pipelines (e.g., targeted Boolean searches, talent mapping, networking, referrals, and database mining).
Source, screen, and engage candidates aligned to proposed roles, including niche skill sets and hard-to-fill labor categories.
Conduct initial outreach and qualification (availability, interest, compensation expectations, location/travel, eligibility requirements).
Build and maintain a bench of “bid-ready” candidates; track status and responsiveness to support rapid post-award conversion.
Maintain organized records in the ATS/CRM: profiles, notes, communications, right-to-represent documentation (as applicable), and compliance artifacts.
Coordinate interviews for key bid positions (e.g., proposed PMs/SMEs), collect feedback, and support selection of named candidates where required.
Support offer-prep readiness for award scenarios by ensuring documentation is complete and candidates remain warm and engaged.
Monitor sourcing metrics and provide weekly pipeline updates (candidate counts by labor category, quality indicators, and risks/constraints).
Business Development/Proposal Team Support (Secondary, As Needed)
Provide administrative and coordination support for capture and proposal efforts (calendaring, meeting logistics, agendas, and minutes).
Assist with proposal operations: document control, version management, compliance checklists, formatting, and basic editing for consistency.
Coordinate inputs from internal contributors; track action items and deadlines to keep proposal schedules on track.
Support submission readiness activities (file naming conventions, compilation, checklist verification, and final packaging support).
Maintain organized BD/proposal repositories (templates, resumes, past performance, labor rate inputs, and reusable content).
Help produce internal reports and dashboards (pipeline status, proposal calendars, action-item logs).
Uphold confidentiality and professionalism when handling sensitive business information and candidate data.

Preferred Qualifications
Demonstrated proficiency with sourcing tools and methods (LinkedIn Recruiter, Boolean search, ATS/CRM systems).
Strong administrative coordination skills: scheduling, tracking deliverables, andmaintaining process discipline.
Professional written and verbal communication skills; confident engaging candidates and internal stakeholders.
High attention to detail and comfort working with sensitive/confidential information.
Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and Collaborative tools (Teams/SharePoint/Google Workspace as applicable).
Familiarity proposal staffing plans, and contingent hiring strategies.
